NOTICE IS HEREBY GIVEN that the Los Angeles Community College District (“District”) invites A or B Prime Contractor. HAZ and ASB (Sub-contractor). General
Contractors to submit Statements of Qualification (SOQ) for the following procurement:
Request for Qualifications (RFQ) from Contractors for Los Angeles Valley College, Demolition Projects.
The project consists of abatement and demolition of the existing Theater Arts Building and associated, hardscape, landscape, and utilities. It also includes shoring,
removal of piles, over excavation and compaction of the building site. Summary (includes but is not limited to):
Site Security Fencing: The entire area will be fenced with a 6ft chain link fence with screening. This fencing will be a semi-permanent installation and will remain with
the construction site at the end of this project to be used for the future construction of Academic Building 2. Some areas it may be acceptable to use temporary fencing
with sandbags. Walkway Canopy: Partial Demolition of the existing North section and South section of the walkway canopy will be accomplished. The point where the
walkway canopy is removed to, will be patched and repaired to provide a finished termination for each section. Electrical connections for lighting for remaining canopy will
be restored/modified. Abatement: The entire building will have hazardous material abatement accomplished prior to demolition of the Theater Arts Building. Building
Demolition: The entire building, associated hardscape and adjacent landscaping will be demolished and disposed of. This will also include demolition of the existing fire
lane, stairs and ramp across the adjacent quad area. Utilities to the building will be disconnected and removed. Utility Tunnel: There is an existing underground utility
tunnel that runs from south to north under the existing building. This tunnel will be protected in place. Certain utility disconnects will be accomplished within the tunnel. A
rerouting and reconnection of an exterior site lighting circuit will be accomplished. A current entry hatch to the tunnel within the site will be covered and protected from
debris entering the tunnel. Installation of shoring: The building site is close to buildings on the north side of the site. The Northside of the site will require a contractor
designed, approved, and installed shoring system to facilitate removal of the piles and allow for the ten foot over-excavation and re-compaction work. It shall be removed
after the over excavation as required to not interfere with the new building construction. Piles and Paint Pit Demolition: The existing building is sitting on piles. The piles
will be cut and removed to approximately 12 feet below grade. The existing paint pit will be demolished and back filled. Over Excavation and Compaction: The entire foot
print of the new building site will be excavated and compacted to 10 feet below grade. Soil removed may be stockpiled on the two adjacent lawns on the east side. The
North section will be fenced with semi-permanent fencing and will remain as part of the site and will not need the grass replaced. The South section may use temporary
fencing with sand bags. At the completion of the excavation, the fence will be removed and the grass and irrigation system will be restored. Two light poles will be
removed and their mounting bases protected. The light poles will be provided to College for re-installation at a later date. Protection of Parking Area in College Rd North.
All curbs, gutters, ADA ramps, and truncated domes will be protected, any damage will be repaired. The parking lot asphalt, striping and signage shall be restored from
any construction damage. Bio retention ponds including landscaping plants shall be protected and restored.
How the Procurement Process for this Project will take place:
This Best Value procurement process will take place in two steps: (1) the instant Request for Qualifications step (i.e., a project specific pre-qualification) (“RFQ”); and (2)
a subsequent Invitation for Bid step (“IFB”) (i.e., Best Value bid). Upon receipt and evaluation of the Statements of Qualifications (“SOQ’s”) submitted in response to this
RFQ, the SOQ’s will be scored, evaluated and the Pre-Qualified Contractors for the Project identified. The prequalification submittals and scoring shall be kept separate
from all bid pricing/forms in a manner that prevents the identity of the bidders and the cost or price information from being revealed. The prequalification packages will be
independently evaluated and scored by the District’s Best Value procurement evaluation panel. Thereafter, the District will publish and issue an Invitation for Bids only to
the top three highest scoring, shortlisted Contractors who have pre-qualified. Only Pre-qualified Contractors are permitted to submit a bid (Public Contract Code section
20651.5). Award of the Construction Services Agreement will be made to the Best Value bidder. In accordance with Public Contract Code section 20663.4, the District
will then determine the Best Value contractor by dividing each bidder’s price by its qualifications score. The award of the Construction Services Agreement will be made
pursuant to, without limitation, the authority provided to the District under Public Contract Code section 20651, 20663 and other applicable law(s).
All Statement of Qualifications (SOQ) must be submitted through the Online Vendor Portal [“Planet Bids”] no later than:
Monday, May 9, 2022 before 2:00 PM PST.
The Applicant assumes full and sole responsibility for timely receipt of its SOQ and any other documents required to be submitted with the SOQ, by the District. The
District will have no responsibility for SOQ’s not submitted in a timely manner, no matter the reason.
RFQ Documents, including instructions to Applicants, will tentatively be available to Applicants on and after Tuesday, April 12, 2022, at the Online Vendor Portal. The
Online Vendor Portal can be accessed by visiting the website www.build-laccd.org under “Contractors and Bidders” then clicking the PlanetBids link.
Non-Mandatory Pre SOQ Meeting will be tentatively held on Monday, April 18, 2022 at 10:00 AM PST, virtually via ZOOM.
